Taxes ought to be such that Income Tax should be repealed, and each State would be required to contribute to the Federal Budget (passed by the House, annually) a percentage towards it that is equivalent to the percentage of the National Population that is residing in each respective State, according to the Annual Census. The rest would be supplemented by negotiated Import Tariffs.


This would then incentivize the States and the Federal Government to run much more frugal, rid themselves of excess and frivolous programs, and make the tax burden easier on all Americans. Any State that fails to contribute that year will not receive Federal Funding. Exceptions are made for Emergency services and disaster relief.
